中国社会保障制度改革、反思与建议－－城市下岗失业人员再就业相关政策的一些反思

当今，社会保障制度己成为各个国家普遍采取的一项极为重要的国家政策，而城市社会保障制度建设则成为这种政策的主要方面。我国城市社会保障主要包括社会保险、社会救济、社会福利、优抚安置和社会互助、个人储蓄积累保障等内容。从1998年劳动与社会保障部成立至今，我国城市社会保障制度进入了全新的建设阶段，并取得了较大的成就。但我国城市社会保障制度还不健全，管理有失规范。因此，当前完善我国城市社会保障制度有着重要的现实意义。它不仅有利于深化国有企业改革，维护城市社会稳定，推进城市化进程，而且有利于从整体上推进我国社会保障制度建设。论文在吸收西方国家城市社会保障制度改革经验和教训的基础上，提出了构建我国城市保障制度的新思路。
    本文主要由四部分构成:
    第一部分，就社会保障的基本理论进行了分析,指出社会保障有广狭之分,一是广义社会保障，包括社会保险、社会救济和狭义社会福利三类;二是狭义社会保障，包括社会保险和社会救济两类。
第二、三部分,对我国城市社会保障制度的现状进行了分析。在分析我国城市社会保障制度改革的历史轨迹和改革成就的基础上，指出了我国城市社会保障制度存在的主要问题，
   第四部分是对我国城市下岗职工社会保障制度的反思,主要对当前实施的针对下岗职工的 “三条保障线”制度进行了评价。
    第五部分,对完善我国城市社会保障制度体系的思考。主要包括建立规范的社会保障制度内容体系，建立完善的社会保障法律体系，建立严格的城市社会保障监管体系等。

Abstract

    Today, the social security system has already become an extremelyimportant  state  policies  that  each  country  has  generally  adopted,  and  the Institutional improvement of urban social security becomes the Main respect of thepolicy change.
