摘要
项目后评价是指在项目建成投产并达到设计生产能力后，通过对项目的立项决策、建设目标、设计施工、竣工验收、生产经营全过程所进行的系统综合分析和对项目产生的财务、经济、社会和环境等方面的效益与影响及其持续性所进行的客观全面的再评价。建设工程项目后评价始于30年代的美国，继而在60年代，由于向“贫困宣战”的规划中使用了巨额国家预算资金，使项目后评价得到进一步的发展，形成完整的评价体系。建设工程项目后评价在中国的应用则是上世纪80年代中后期的事，尽管它在我国起步较晚，但各部门、各大公司、各大企业对后评价的需求越来越高。并且随着我国经济体制改革尤其是建设工程体制改革的深入与发展，市场经济对建设工程行为的拉动与约束日益强化，建立完善的我国建设工程项目后评价体系已成为深化建设工程体制改革进程中所面临的一个急迫而又崭新的课题。
本文共包括六个部分：绪论部分介绍了本文的研究背景和国内外研究综述及本文内容；第二部分介绍了项目后评价的基本理论包括项目后评价的概念、项目后评价的理论基础；第三部分介绍了项
目后评价的方法论包括项目后评价的数据收集方法，项目后评价的方法论原则，项目后评价的基本方法；第四部分，分两个部分介绍了项目后评价的内容，首先介绍了项目后评价的主要内容，其次介绍了项目后评价的基本程序；第五部分进行了项目后评价的案例分析；最后总结了本文并对以后的工作进行了展望。

Research on construction engineering project post-evaluation
ABSTRACT
Project post evaluation is, after the project being built and achieving the ability which is designed, through systemic and synthetic analysis of the decision forming ,the goals of the project ,the design and construction, checking and acceptance after being completed、producing and operational process full and objective second evaluation of financial economic ,society and environmental results ,effects and duration of the project. The construction engineering project post-evaluation dated from American in 1930s. In 1960s it was improved because of the great plenty of national budget fund in the plan of "against poverty", and then formed the intact appraisal system. The construction engineering project post-evaluation has been used in china since middle and later periods of 1980s, and all sections, companies and enterprises demanded more and more of the construction engineering project post-evaluation although it started very late in China. As for the revolution of economic system in china especially the improvement of the revolution of construction engineering system, market economy has more and more pulling and restrictions on construction engineering, so it is an urgent and new subject to build up intact construction engineering project post-evaluation in our country to promote the revolution on construction engineering system.
There were six parts in this article. Firstly, it explains the backgrounds, the summaries of research afforded by researchers from homeland and abroad and the jobs of the work. Then it introduces the basic theories of post-evaluation, including the concept and theory basis. The third section tells us the methods of post-evaluation, including the gathering method of data, the principles of method and basic method of post-evaluation. The fourth section explained the substance of post project evaluation, including the chief substance and basic program of post-evaluation. The fifth part explained a case of post-project evaluation. At last it summarized the article and afforded some views on following work.
