产品质量优劣是衡量一个国家生产力发展水平及技术、经济发展水平的重要标志。同时，项目质量管理实施中也暴露出一些问题，所以其原理和方法与实践在21世纪必须要有极大的发展。长期以来，产品质量低下一直是制约发展中国家、阻碍发展中国家经济实力提高的重要原因。由西方发达国家创建的项目质量管理理论与方法体系，在引入到发展中国家后往往流于形式而失去价值。在国内企业的生产条件、运营环境、管理基础不能有效提高生产率、增加经济效益的情况下，创建适宜的项目质量管理模式，开发设计有效的质量控制手段，解决一方面在质量管理理论上的日臻完善与丰富，而另一方面却难以落实到生产实践中的尴尬局面，已成为当前质量管理工作中的迫切要求。
项目的质量管理是指围绕项目质量所进行的指挥、协调和控制等活动。进行项目质量管理的目的是确保项目按规定的要求圆满的实现，它包括使项目所有的功能活动能够按照预期的质量及目标要求得以实施。项目的质量管理是一个系统工程，在实施过程中，应创造必要的资源条件，使之与项目质量要求相适应。项目各参与方都必须保证其工作质量，做到工作流程程序化、标准化和规范化，围绕一个共同目标——实现项目质量的最优化，开展质量管理工作。
本文以理论联系实际，主要探讨了有关当今工程项目中项目质量管理方面的问题。全文共分十一章，从第2章到第9章，本文从8个方面分析了项目计划阶段质量管理的内容：项目计划阶段质量控制的内容，项目计划阶段质量失控行为分析，质量目标的确定，组织机构和管理体系的形成，前期策划中质量控制，设计和实施阶段中的质量控制，评价标准的确定，质量控制方法的确定等，是本文的主要部分。第十章列举具体实例加以阐述。
本文通过运用作者所学的建筑工程质量控制知识，特别是项目管理中的质量控制知识，结合作者在一般建筑领域中的管理实践，试图对一般建筑管理项目的质量管理问题进行比较系统的分析、比较深入的探讨与阐述。
新的世纪中，世界经济全球化趋势不可阻挡，中国施工企业首先要在国内项目管理过程中提高水平，以此为基础积极参与国际建筑承包市场的竞争，优良的工程质量则是达到上述目的的不可或缺的保证之一。本文希望能对施工企业工程质量管理工作中的理论、手段和方法等方面提出一些值得注意的问题及解决办法，提高施工企业核心能力，更好适应国内外市场的激烈竞争。作者希望，通过本文的研究，对一般建筑施工项目的质量管理能够提供一些借鉴，对实践起到有益的推动作用。

Abstract
The 21st century is a century of quality and the concept of quality management has been greatly developed. Quality of products is a mark of technology of one country. For a long time , low product quality has been one of the most important elements that that slowed down the speed of the developing countries economic development and restricted the improvement of the developing countries economic strength. The quality management of project is all the actions that them are relative with the lead ,coordinate and control of the project quality. The objective of quality management of project is that in order to assure the project being done correctly. It includes that all the actions can get a good result by the planning quality and object. The quality management is a process of system ,in the doing ,we must make the necessary resources that them can be adaptive with the project. All the actors must assure the quality of work, make the project work flow process, standard and normative and achieve a same result----the best management of project quality and manage the quality work.
