长期以来,产品质量低下一直是制约发展中国家、阻碍发展中国家经济实力提高的重要原因。有西方发达国家创建的项目质量管理理论与方法体系,在引入到发展中国家后往往流于形式而失去价值。当国内企业的生产条件、运营环境、管理基础不能有效提高生产率,增加经济效益的情况下,创建适宜的项目质量管理模式,开发设计有效的质量控制手段,解决一方面在质量管理理论上的日臻完善与丰富,而另一方面却难以落实到生产实践中的尴尬局面,以成为当前质量管理工作中的迫切要求。 项目的质量管理是指围绕项目质量所进行的指挥、协调和控制等活动。进行项目质量管理的目的是确保项目按规定的要求圆满的实现,它包括使项目所有的功能活动能够按照预期的质量及目标要求得以实施。项目的质量管理是一个系统过程,在实施过程中,应创造必要的资源条件,使之与项目质量要求相适应。项目各参与方都必须保证其工作质量,做到工作流程程序化、标准化和规范化,围绕一个共同目标------实现项目质量的最优化,开展质量管理工作。 本文是主要探讨在当今工程项目中项目质量管理的问题。全文共分九章,从第1章到第8章,本文从8个方面分析了项目计划阶段质量管理的内容:项目计划阶段质量控制的内容,项目计划阶段质量失控行为分析,质量目标的确定,组织机构和管理体系的形成,前期策划中质量控制,设计和计划阶段中的质量控制,评价标准的确定,质量控制方法的确定,是本文的主要部分。第九章例举具体实例加以阐述。 本文通过运用作者所学的建筑工程质量控制知识,特别是项目管理中的质量控制知识,结合作者在一般建筑领域中的管理实践,试图对一般建筑管理项目的质量管理问题进行比较系统的分析、比较深入的的探讨与阐述。 作者希望,通过本文的研究,对一般建筑施工项目的质量管理提供一些借鉴,予实践一定的推动作用。
