内容提要 随着经济的发展,人才已成为经济发展的决定因素。拥有人才优势,不仅能形成本地区的自我创新能力,而且还是吸引外部资源流入的“物质”基础。这一点得到了越来越多的国家和地区的共识。20世纪末以来,各国家﹑地区和企业都卷入了一场波及全球的人才资源争夺战。善于引进和挽留人才的地方往往是经济和科技活动最活跃的地方。而一个国家或地区对人才是否具有吸引力,起决定作用的不是物质条件,而是人才环境的综合竞争力。如何以优越的人才环境吸引优秀人才,是各个国家、地区谋求发展优先考虑的战略问题。 各个地区都在讨论人才环境建设,究竟人才环境包括那些内容?各地区人才环境质量如何?如何科学评价人才环境?这是本论文需要解决的主要问题。本文在人才环境理论和实践相结合的基础上,综合考虑影响人才的各个要素,构建一套系统的、可操作的、量化为主的人才环境综合评价指标体系,为城市人才环境评价提供理论依据。在具体的研究方法上,本文提出人才环境的评价方法——主成分分析法,并运用主成分分析法对顺德区的人才环境进行定量化研究,用具体的数字来刻画出人才发展环境。 全文共分为四个部分。在第一章:绪论,阐述了本文的选题依据,并对有关人才及人才环境的理论研究进行了全面、系统的梳理;在第二章:人才环境指标体系的构建,根据影响人才发展环境的因素,构建人才环境的指标体系,并对各指标进行了解释说明;在第三章:人才环境的实证性分析,在取得具体翔实的数据基础上,运用已建立的指标体系,以佛山市顺德区为研究个案,对人才环境进行实证性分析;在第四章:人才环境优化政策建议,根据以上章节对人才环境的理论和实证分析,提出了优化人才环境的政策建议。 本文通过构筑完整的人才环境综合评价体系,对进一步加强人才管理,优化人才环境,从而促进城市的发展,增强城市竞争力,具有一定的理论与现实意义。 关键词:人才人才环境指标体系主成分分析法 Abstract With the development of the economy,human resourceshas become the decisive factor of economic growth.
