我国出口食品安全及监管问题研究
摘要
近一段时间，我国出口美国的食品因含杂质和农药残留，食品添加剂等一些
卫生指标不符合标准而屡遭FDA扣留或退货。7月份以来，美国媒体对我国出口食品的安全问题进行了一系列的报道，中国食品安全问题在国际上被吵得沸沸扬扬。面对我国出口食品良好信誉的丧失以及国际竞争力的大打折扣，加紧建立一个有效、规范的出口食品安全管理体系迫在眉睫。
本文试图通过对我国食品安全问题原因的总结，并结合案例分析出口食品安全监管存在的问题，从政策实施和执行的角度探索在当前形势下我国对出口食品安全监管的途径和措施，为政府制定和实施有效的出口食品安全管理制度、法规提供参考，从而提高出口食品的整体质量安全，以顺应全球化的浪潮。
本文的内容主要分为五个部分：
第一部分是绪论。主要论述在全球化浪潮的前提下，中国出口食品面临的机遇和挑战，根据国内外的研究现状揭示本研究的意义，并列出研究的内容和方法。
第二部分是我国出口食品安全监管问题的现状及其问题。该部分主要阐述了食品和食品安全的概念，并围绕案例，探讨了我国食品安全的现状以及我国出口食品安全监管中存在的问题。
第三部分是我国出口食品安全及其监管问题的原因。通过阐述食品安全监管和食品安全的关系，紧扣案例，分析我国出口食品安全监管存在问题的原因。
第四部分是完善我国出口食品安全监管的政策。根据以上几个方面的阐述，从完善现有法律、政策、执行组织等方面提出建议。
第五部分是结论。本部分主要概述研究的结论，并指出文章已经解决了哪些问题，哪些问题还需要进一步研究，以及研究中遇到的新问题。
完善的安全监管体质是保障我出口食品国际竞争力的重要条件，本研究为政府提供了制定监管制度的理论指导，并为改善监管制度奠定了基础。

Abstract
Recently,the foods exported from our country to America have been detained or withdrawed by FDA repeatedly,which mostly because index of sanitation falled short of criterion.The index of sanitation contains impurity ,pesticide remained,food addiitive and so on.American media has reported about our food security from here to there,so there’s a great debate on security of chinese food. The all right credit standing about our food exported to internation has lost,international compet has been watered down.It’s necessary for our government to build up a effective and normtive system to manage security of exported food.
In order to improve the whole food security and无忧论文 【http://www.uklunwen.com】 acclimate the tide of world,the test tried to analyze the problems existed in management of food security through summarizing the factors that affected food security,seek after approach to managing exported food from the angle of implemency of policy,search the combination of government management and corporation management,then provide references for government management.
There are five parts in this test:
The first part is introduction.Maily discuss chances and challenges that chinese exported food faces to in the situition of world tide,then post the meaning of this article according to situition of researches from outside and inside,finally,content and method is been showed.
The second part is the situition and problems existed in management about chinese exported food security.In this part,the definition of food,food security is explained,security exsited in our country is listed,problems from management of our exported food are mentioned.
In the third part,we conclud the causes of our exported food security and its management,we analyze the problems exsited in our management through expounding the relation between management and security.
The forth part is perfect our policy of exported food security.Suggestions have been provided from law,policy,implement,and so on.
The last part is conclusion.Thisi part mainly summarize the results of article,it shows the problem resolved and not resolved.
