Down the course of the country-governance in China, the traditional single centre governing mode has been weaker and weaker as its institutional limitation. The polycentric govemance mode of three dimension including governrnent, the polycentric govemance mode of three dimension including governrnent, market and rural society breaks through the single supreme authority strccture in the single centre institution. The goveming system made up by several independent main bodies bear the public administration and public services, which is showing its advantages. Building the new countryside including the outskirts villages under the socialism is a difficult and time consuming project, which is cannot be finished immediately. The new modes are required bythe village management in the suburban countryside at the backdrop of urbanization in which we can refer to the polycentric govemance theory to set up the multiple-units governing by government-guiding and market-running, while the peasants play important role with the participation of society.
