ial law of overseas Chinese protection, named the Law of the People’s Republic of China on the Protection of the Rights and Interests of Returned Overseas Chinese and Relatives of Overseas Chinese came into force, which marked the legalization of overseas Chinese protection. And the organizations of protecting overseas Chinese were restored and developed; the Nation launched all kinds of practice of overseas Chinese protection. As a result, the enthusiasm of overseas Chinese and returned overseas Chinese and their relatives are aroused, contributing much to the reform and opening up to the outside world. Since 1978, overseas Chinese have donated more than 60 billion Yuan to the public welfare; according to some statistics, more than 70% of the foreign investment enterprise with the total number of 500,000, were established by overseas Chinese, which occupied more than 60% of 620 billion US dollar, the number of total foreign investment.
Since 2000, some new changes have taken place in overseas Chinese protection. Many overseas Chinese return to start an undertaking, and the number of new Overseas Chinese increase, rights and interests of who have not been protected successfully; with the course of improving the system of socialist market economy, how to implement the policy of giving appropriate preferential treatment in protecting the returned overseas Chinese and their relatives; with the dramatically increase of Chinese citizens going abroad, it becomes a new challenge无忧论文 【http://www.uklunwen.com】 for the government to protect their rights and interests.
Rights and interests of domestic overseas Chinese should be paid more attention. For this problem, the best key is to make laws and regulations. However it has along way to go for legislation. Now some policies should be formulated, such as the policy of election rights, returning to settle down, rights of investment, permanent residence, children education, etc.
Appropriate preferential treatment should be given to overseas Chinese, return overseas Chinese and their relatives. But this kind of preferential treatment should be combined with the ideological education. Favorability, adeptness, feasibility, levels should be taken into consideration in appropriate preferential treatment.
Government should accelerate the legislation of protecting Chinese citizens abroad, focus this protection on preventing and warning, pay more attention to the roles of overseas Chinese and their communities in protection, set up the emergency measures of protecting Chinese abroad including Chinese citizens and overseas Chinese.
