摘要
近几年, 汽车产业在中国作为一个朝阳产业发展十分迅猛,2003年,汽车产、销量双双突破400万量大关,一跃成为世界第四大汽车生产国。然而在这些华丽的数字背后隐藏着许多关乎中国 汽车产业生死的巨大问题。 产业结构不合理,研发能力差、技术水平落后,消费环境恶劣等问题严重影响着 汽车产业的健康成长。多年来,我国汽车工业在高关税、进口许可证和进口配额的高度保护下得以快速发展。然而,如今入世后我国汽车工业的保护膜正在日渐褪去。2005年,我国取消汽车进口许可证和进口配额限制;2006年7月1日汽车整车进口关税将调整到25%。面对这些挑战,我国汽车工业准备好了吗?答案恐怕是否定的。
我国 汽车产业正处在一个重要的十字路口上。面对经济全球化和加入WTO所带来的机遇与挑战,我国 汽车产业何去何从,在很大程度上取决于政府制定与实施什么样的产业政策。政策制定者如何在所剩不多的保护期内解决好我国汽车工业的问题,提高我国汽车工业国际竞争力,是一个非常紧迫且有意义的问题。
