摘要 目前关于竞争力的研究颇有争议,特别是关于高技术产业及产品竞争力的研究甚少。本文首先从竞争力来源的角度进行了理论综述,并着重综述了基于高新技术产品技术特性的理论。并认为比较优势作为潜在优势,只有最终转化为竞争优势才能形成真正的出口竞争力。 产业是外贸出口的基础和依托,因此,本文在对我国高新技术产品出口竞争力进行分析之前,首先对我国的高技术产业发展现状进行了评价和分析。在上述理论基础上,文章从四个方面12个指标建立了高技术产业竞争力的评价指标体系,并建立评价模型,应用主成分分析法,针对我国五大类高技术产业和整体高技术产业进行竞争力评价,结果表明我国高技术产业在全部制造业中具有竞争优势,并且为高新技术产品出口竞争力的提升奠定了良好的产业基础。 在以进出口数据为基础的高新技术产品出口竞争力研究中,虽然评价角度各有侧重,但共同的结论是,随着我国高新技术产品出口额的不断增加,高新技术产品出口竞争力水平也呈现不断上升的趋势。 为了进一步分析我国高新技术产品出口竟争力的来源,本文着重分析了以价格尺度划分的影响我国高新技术产品出口竞争力的关键因素,它们是:实际有效汇率、出口退税、技术创新以及外商直接投资。结果表明他们对提升我国高新技术产品的出口竞争力具有不同程度的影响作用。 最后,本文以这些主要影响因素为线索,从宏观和微观层面,分别提出了促进我国高新技术产品出口发展和竞争力提升的对策。 关键词:竞争力;高技术产业;高新技术产品;影响因素; Abstract There are rather arguments in the field of competitiveness, and especially few researches in hig卜tech industry and products. Firstly, this article makes a theoretic summary from the point of competitiveness origin, and points out some theories based on the characteristics of technology of high-tech products. Our point is that as a latent advantage, comparative advantage would develop into export competitiveness only when it turns into competitive advantage. We found out that high-tech industry of our country has superior competitive advantage, and has established good base for improving the competitiveness of high-tech products export. Although the estimation are from different angles, the estimation results also show that the high-tech products export competitiveness of our country is growing rapidly. And then, we particularly analyze the key factors that influence the export competitiveness distinguished by price, they are: real effective exchange rate, drawbacks of export, innovation and foreign direct investment, etc. We found out that they also have effects on high-tech products export competitiveness on different level. Finally, use these factors as clues, we give out some suggestions on improving export and competitiveness of high-tech products in a sense of both macro and micro.
