摘 要
“9·11”事件以来，在打击恐怖主义的斗争中，美国不仅巩固和加强了与西方盟国的同盟体制，同时也改善了与中国、俄罗斯等国的关系，建立了比较广泛的反恐联盟。同时，美国借助反恐之机，加紧推行单边主义政策，对外交和安全政策进行了调整，实施“先发制人”军事战略。该战略产生于后冷战时代的一个重要转折时期，有着复杂的背景原因，并将对国际社会产生种种不利影响。
在现实世界格局中，美国是最具有特殊意义的国家。表面上，“先发制人”战略似乎是在维护美国所谓的国际利益，为其新世纪对外政策服务；实际上，这种倾向是极其狭隘、短视的，在人类文明高度发展的今天，美国这种新冷战思维必不是长久之计。受害者将不仅仅是美国，整个国际关系和国际法律体系都将受到极大破坏。对我国而言，美国既是我能否实现和平崛起的重要外部因素，同时又是对我最具威胁性的国家。特别是美国始终把防止中国和平崛起作为其国家安全战略的重要目标之一，其新战略的推出必将对我产生重要影响。因此，研究美国的“先发制人”军事战略对我国乃至世界各个国家都具有重要意义。
本文分为五章。第一章介绍“先发制人”战略出台的背景和过程，第二章重点介绍美国新保守主义的理论观点和兴衰历程，第三章叙述“先发制人”战略的内容及主要特点，第四章深入分析“先发制人”战略的实施，包括阿富汗战争和伊拉克战争两场反恐战争，并剖析“先发制人”战略的结构性矛盾和主要弱点；最后，文章对美国“先发制人”战略可能产生的影响进行合理展望，并探讨美国“先发制人”战略的得失及对中国国家安全的启示。
