Outline :
Educational Leadership and Change
Aims
1) To explore theories of how change is brought about in schools
and other educational
institutions.
2) To examine the nature of leadership in terms of direction,
vision, capacity building,
achievement, influence, context and culture.
3) To introduce different models of educational change, including
school effectiveness and
improvement and critical perspectives.
4) To examine how schools relate to governmental targets,
policies and initiatives.
5) To examine school improvement in particular contexts, including
situations of poverty,
migration, linguistic diversity, rapid economic change.
6) To discuss the future challenges of educational change,
including globalisation and the
importance of social vision and moral purpose.
7) To enable students to reflect upon change processes in
their own educational systems and
environments, and to develop their own capacity to provide
leadership within schools, districts
or education systems.
Teaching
8x3 hour sessions, and individual or group tutorials. These
sessions will include discussion
among students from different education systems.
Assessment
One essay of 4,500 words, relating the theory to practical
situations and issues.
Content
This course will introduce students to the substantial international
literature on educational
change, and engage them in thinking about development and
leadership in situations with which
they are familiar. Among the issues to be examined:
i) The relationship between 'leadership' and 'management'
ii) Different conceptions of individual and collaborative
leadership
iii) The School Effectiveness and School Improvement paradigms
iv) The relationship between institutional autonomy and national
control
v) Various forms of quality assurance, such as inspection
and internal school review
vi) The importance of context
vii) Developing a capacity for change, and the nature of staff
development
viii) School culture and ethos
ix) Leadership in developing teaching and learning, the curriculum
and relationships with the
wider community
x) Neoliberal models of school development, and their relationship
with issues of social justice
and inclusion.
