1. Introduction
In the study of the influence of social thinking to the adoption of governmental policies in the contemporary time, there is no school that is more controversial than
Neoliberalism (Ravi K., et al., 2007). On the one hand, Neoliberalism has so widely impacted the political, economic and social systems of the modern world; on the other hand, it is also criticized to have weakened the controlling power of the state and thus have produced the disorder of competition in a lot of fields, especially in enterprise development and international trade (Larner, 2000). But despite all these disputes, Neoliberalism has been considered t be both a social trend of thinking and a political principle in guiding the ways of life of modern democratic nations in a lot of ways. Today, it is safe to say that this school is influential in the political, economic, social and cultural life of the world. It is not just a market-driven approach of philosophy that stresses on the efficiency of economic development but also a social belief that focuses on the free flowing of all sorts of social resources, including human resources.
