This new situation put forward us new topics and we should conform to the trend of times, analyze and research the relationship between sci-tech and politics in the time of“big science”, which need urgently to build one new discipline—politics of science and technology(PST)—to research it specially and systematically.

As for the study of relationship between sci-tech and politics, there has formed one new discipline at abroad, namely politics of science and technology.

But in China, relative study to this discipline is scattered, unsystematically, even unnatural of its discipline construction. For this reason, through the whole and analytical method, this dissertation makes efforts to analyze the discipline attribute of PST, comb out all-roundly and systematically contents of study, targets of study, significances of study, and methods of study for PST so as to construct tentatively one theory foundation for the study of PST.

Taking concept of knowledge-power in science philosophy as theory basis, linking with some of topics in political science (such as public policy, public participation, public administration, international politics), this dissertation probes into deeply interacting relationship between sci-tech and some areas of politics from macro level, reveals internal law of combination with sci-tech and politics and its practical results.

 For the topic of sci-tech and public policy, it mainly discusses the law of combination with scientific knowledge and political power, how the scientific knowledge permeate into decision level so as to be transformed into public policies, what the factors are, what the approaches promoting social science knowledge into decision level are, and reveals political process in it.

It is important real topic for PST and focal topic for this paper to discusses relationships between sci-tech and public policy .This paper also inspects the significances, theories and real basis that the public participate in the process of sci-tech policy so as to realize democratic control on science and technology, which is not only vital part of democratic politics, but also one important content of PST study. The paper still discusses what sci-tech revolution influence on mechanism of public administration
