摘 要：我国的电力行业一直处于垄断的状态，解除管制，进入竞争，实现商业营运是全球的发展趋势也是我国发展趋势。旧的电力体制已经不能适应现代发展的需要，电力体制的改革势在必行，使国内的电力行业成为独立的主体并且参与到市场竞争中来。电力体制改革使长期处于行业保护下的电力行业进入市场，这一发展战略，对电力行业的发展具有决定性的意义。
本文以云南电网公司改制为背景，通过对其发展战略的制定和组织结构调整的分析，总结其经验、教训，试图探索出一条能够使云南电网公司改制后能够迅速建立起现代企业制度的道路。本文首先全面、系统的考察了云南电网公司的发展现状，指出了云南电网公司发展必须适应国家电力行业的改革发展的重要性及存在的诸多问题；接着进一步分析了云南电网公司的现状、内外部环境及自身优势，运用了SWOT模型分析，明确了云南电网公司的发展战略，指明了云南电网公司的战略方向和重点；最后，提出了云南电网公司的战略实施应该采取的措施。
